We also handle civil and commercial litigation in Puerto Rico and federal courts, and represent clients in federal and local administrative agency proceedings.

Jaime Toro-Monserrate is a Member at Toro, Colón, Mullet, Rivera & Sifre, P.S.C., and currently the President of the Corporation and Chairman of its Board of Directors. He has had extensive trial and litigation experience in civil and commercial litigation, distribution relationships, administrative law, tort, and product liability. He is also an adjunct Professor of Law at the University of Puerto Rico School of Law.
Mr. Toro-Monserrate holds a Bachelor of Arts (1978) and a Master in Arts in Philosophy from the University of Puerto Rico, Río Piedras (1980), and a Juris Doctor from the University of Texas at Austin (1985). During law school, he was a staff member of the Texas International Law Journal, where he published "Recognition of Foreign Judgments In Puerto Rico: EfectosLitográficos, C.A. v. Nat'l Paper Co. of Puerto Rico, 112 DPR 389," 21 Tex Int'l Law J. 151. Also during law school he co-authored with Professor Mark Baker "CBI-CARICOM: The Interplay Between Two International Law Instruments," 11 North Carolina J. of Int'l Law and Comm. Reg. 1.
After law school, Mr. Toro-Monserrate clerked for the Hon. Howard G. Munson, Chief Judge, United States District Court for the Northern District of New York, and for the Hon. Juan R. Torruella, Circuit Judge, United States Circuit Court of Appeals for the First Circuit. He published "Recognition and Enforcement in Puerto Rico of Money Judgments Issued by Foreign Courts," a chapter in International Recognition and Enforcement of Judgments, Published by Business Laws, Inc.
Mr. Toro-Monserrate is admitted to practice in the courts of the Commonwealth of Puerto Rico, the United States District Court for the District of Puerto Rico, the United States Court of Appeals for the First Circuit, and the Supreme Court of the United States.
