Carlos Rincon attended The University of Texas at El Paso where he received his Bachelor of Arts Degree in Latin American Studies. Thereafter, he enrolled at the University of San Francisco School of Law where he graduated in December 1988. Mr. Rincon was admitted to the State Bar of Texas on May 5, 1989.
